Can I configure BGP4 with any T1?

No, actually you can't.

In order to configure BGP on two different data links you must have each of the following:
1) Your carrier of choice must be able to broadcast “routes” to the other provider
2) You need to have a full class-c block of IPs assigned to each carrier
3) The terminating gateway has to have the “capacity” to handle the BGP routing tables
4) An AS Number registered to ARIN. Click here to register an AS Number.

You will find that all of the Tier 1 carrier easily broadcast their routes to each other, but most Tier 2 and 3 carriers that do not “own” their own network and can not broadcast BGP routes to their piers. You will find that most of the regional ISP providers along with Cable and CLEC providers do not have the ability to broadcast BGP routes.
