FOC date

This step documents the firm order commitment FOC date that the LEC returns and completes installation. The installation is marked as complete when the LEC arrives at the customer site (on or before the given date) to provide the local portion of service. This milestone is the ACTUAL FOC date returned and should be completed on this date.
