Some buildings have pre-existing high-speed connections to major metro fiber ring, SONET ring, or other high-speed metro networks. Circuits built to these locations do not require a local loop to connect directly to the fiber/SONET/etc ring being used. "Lit" buildings allow data to travel almost exclusively on fiber, improving performance and security on the line.
