From Bandipedia

Dark Fibre in an open access network

Some intiatives around the world recognises that the bandwidth available to the homes and business is insufficient or too expensive.

Telco´s and MSO´s rely on an copper infrastructure to provide broadband services, a medium that was never designed for that purpose.

Some municipalities in the world recognises the need for affordable broadband to their communities as they see the need for aging population (tele health),education, mobility, business development, security and to a less extend entertainment.

They provide Dark fibre to the premisses and the home and make it available to any Telco, MSO and ISP as monthly ore yearly lease.

These initiatives are generating revenues for municpalities other than taxes. Examples are found in Amsterdam Netherlands (www.citynet.nl), Singapore (http://www.ida.gov.sg/Infrastructure/20060919190208.aspx) and Coquitlam Canada (www.qnetbc.net).
